IIJ To Supply Micro Data Centers to Ukraine in Support of Infrastructure Restoration

Will install four MDCs at local infrastructure service providers as part of a JICA verification project, supporting recovery while looking to establish a business foothold

TOKYO - September 05, 2025 - Internet Initiative Japan Inc. (IIJ, TSE Prime: 3774), one of Japan's leading Internet access and comprehensive network solutions providers, today announced plans to provide four micro data centers (MDCs) to two of Ukraine's major infrastructure service providers during fiscal 2025, for a verification project started in May. This is part of the Project for Promoting Private Sector Participation in Ukraine's Reconstruction by the Japan International Cooperation Agency (JICA) (Fast Track System applied). The MDCs will be supplied to local providers of telecommunications service and electric power service, for data center backup and electrical substation monitoring use, respectively.
IIJ will pass along to the local service providers the necessary expertise and technology for MDC operation and maintenance, while also seeking to determine local needs for the MDC and its marketability, with an eye to establishing a foothold for future business development.

Background

The ongoing war has severely damaged IT infrastructure in Ukraine, including from physical destruction and cyberattacks. The country faces an urgent need to enhance the resilience of its communication and IT facilities, as social infrastructure, and to realize a more distributed deployment of these facilities. The need to rebuild IT infrastructure is also rising rapidly, as restoration is being carried out even as the war continues.
In response to this situation, IIJ joined in the above-noted JICA Program for Emergency Recovery of Ukraine. During the last fiscal year, IIJ surveyed the needs in Ukraine for small data centers, looking into the possibilities for distributed deployment, infrastructure rebuilding, setting up cooperative arrangements with local partner companies, and devising a business model. These studies confirmed the potential effectiveness of IIJ's MDC for such purposes as backing up vital infrastructure, including communications, IT, and electric power, relocating facilities impacted by heightened conflict, and serving as an alternative to building-type data centers that would be difficult to build anew.
Based on the results of these studies, the verification project will be carried out by actually supplying MDCs to local service providers. Along with the recovery support, technology transfer to the service providers will be made, and business base development will be promoted, with an eye to future business expansion.

Overview of the Verification Project

In the verification project, IIJ will install MDCs at major infrastructure service providers in Ukraine, and will verify their performance in a real operational environment as well as confirming their market potential. The MDC installation plans are as outlined below.

  • One unit each (DX edge Pro) will be supplied to telecommunications service provider locations in two cities. They will be operated as backup systems aimed at achieving geographical redundancy, and product evaluation will be carried out.
  • Two units (DX edge Hut) will be installed outdoors at one location of the electric power infrastructure service provider. They will be used for monitoring electrical substation operation, and the durability and operation stability will be verified in an environment subject to dust, wind and rain.

MDC Advantages

An MDC is a data center housing the servers, power supply, air conditioning, UPS (uninterruptible power supply), and other equipment and functions needed in a data center, in a compact size (height approx. 1 to 2 meters), capable of both indoor and outdoor use. It is easily transportable, can be installed in a short time, and supports remote operation, enabling use even in an environment where human access may be difficult.

Based on what is learned in this verification project, including feedback from the service providers to which MDCs are supplied, IIJ in fiscal 2026 and after will conduct more detailed studies as to MDC marketability and business schemes, and will carry out business development involving local provision of MDCs and IT service solutions.
